a nice knee lenght tight wool dress (sleevless) ofc and a cute bolero over it so you shoulders don't show and you can take it off at the after party
the dress should be black
the bolero either black or the matching color of the shoes which should be or a really cute pair of flats or gorgeous high heels .
nude pantyhose ofc
good luck and btw this DOES fit in a 150$ budget besides the chlotes are not to fancy to wear to other occasions

Then i suggest for hair=
you curl it all in a mixture of tight and loose curls.
The pink the center section of it up. ((leaving down the bangs))
So your hair should be in the half up half down hairstyle, then in the section of hair thats up, tease the hair closest to the crown.
Use a good lasting hairspray.
That is the PERFECT hairstyle for anything it is soo in right now.

French manicure for nails will really tie together the look.
If your having trouble with rough skin and torn, chapped lips before the event, try a type of lotion called body butter (( they have it at bath and body works)) and vaseline for the lips.
Wear your makeup so you look fresh and natural with a little bit of a girly pinkish flair.
Wear a tad of white eyeliner on the inner rim of the bottom lashline and black on the inner rim of the top to brighten and define your eyes and wash away that sleepy look.
